2008, Social Science and MedicineCitation Excerpt :However, this system collapsed after the economy transformed from a collective economic system to a so-called individual responsibility economic system in rural China after 1978. The community-based health insurance scheme, the Cooperative Medical Scheme (CMS), collapsed because rural residents were no longer able to obtain the financial support from the collective economy (Feng, Tang, Bloom, Segall, & Gu, 1995; Gu et al., 1993; Hsiao, 1984). Rural residents lost their financial protection and have to pay for health care services out-of-pocket (Ministry of Health PRC, 1999).
