Zusammenfassung
In meinen nachfolgenden Ausführungen gehe ich grundsätzlich von einem positiven Bürokratiebegriff aus. Das Vorstellungsvermögen des Lesers in bezug auf eine bürokratische Großorganisation — etwa im Sinne einer öffentlichen Verwaltung — kann vorausgesetzt werden. Ebenso ist es selbstverständlich, daß das moderne Sozialwesen auf solche bürokratische Dienstleistungen nicht verzichten kann.
