Abstract
To set boundaries is to define the limits within which one will operate. In this case, it is to define where the program starts and stops. Boundaries can be defined by geographical area, goals, services or benefits provided, clients served, or a combination of these. Some bounding will have occurred prior to the identification of a work team and the process may not be completed in one meeting. A rough recipe is to allow the team an initial period to “wallow” on the subject being assessed, then set the general scope and bounds, and stay prepared for developments which could force change in the study’s scope (Rossini et al., 1981). Defining boundaries requires some understanding of the concept “program” and the forces which set it in place.
