Abstract
Chapter 1 outlined various themes that have resulted in the spotlight being turned on NGOs in the last decade. One of these was the sense of frustration at the record of the public sector1 in health care, and a concomitant belief that other non-State sectors could, and would, perform better under the right conditions. This chapter explores the thesis that NGOs possess such a comparative advantage over other actors in the health field and in particular the public sector.
