Since 1994, Chair of the International Steering Committee for the Civic Education Study conducted by the International Association for the Evaluation of Educational Achievement (IEA). She was senior editor of the 1999 volume on the first phase of the study(Civic education across countries: twenty-four national case studies from the IEA civic education project) and senior author of the 2001 volume reporting the second phase(Citizenship and education in twenty-eight countries: civic knowledge and engagement at age fourteen). She is a developmental and educational psychologist with interests in empirical research and evaluation on the development of the political attitudes of children and youth.
