Abstract
Jeff Collin examines the complex politics of the pioneering campaign to put in place the Framework Convention on Tobacco Control. As one of the experts behind the scenes, he describes the negotiations to put in place WHO's first public health treaty. He gives both the unique characteristics of the campaign as it was played out, led by developing countries, as well as pointing to how in the future other health issues can take on similar seemingly impossible challenges that those who put the tobacco convention in place, faced and overcame.
